The web-app that allows to fill in the self-certification from the smartphone cannot replace the paper one. The only valid form is the paper one

The Ministry of the Interior has published a note on its website in which it specifies that “The digital format, in addition to having a risk profile for the privacy of the user, does not allow it to be acquired in original by the police operator”. This means that self-certification for travel cannot be replaced in any way by a smartphone app. The only valid model is the paper one where there is the signature of the citizen and of the police officer carrying out the check.

Italians recognize themselves above all in moments of difficulty. The last few weeks have been complicated on all fronts, both health and economic. In order to fight the virus that has now affected the whole of Italy, it is necessary to respect the provisions of the Government’s latest decree-law: stay at home and go out only for reasons of necessity: work, purchase of essential goods or medicines.
In order to go out, it is necessary to print and fill in a self-certification form drawn up by the Ministry of the Interior. You must enter your personal details and information about where you are going. Older people, however, are having some difficulty filling out the form, not all of them having a printer at home. Fortunately, Italians are always ready to help their fellow citizens in times of difficulty. Christian Pibia, a 30 year old programmer from Sardinia, has created a web-app that allows you to fill out the self-certification form directly from your smartphone and send it to the police.
How the app works to make the self-certification of movements
As told by the Sardinian engineer to Corriere della Sera, the application was developed in less than 10 hours and is available for free to all Italians. Chistian Pibia also wanted to emphasize that all data is safe and will not be given to third parties for any reason.
To create the self-certification of movements on your smartphone you need to access the website https://autocertificazionespostamenti.it/ and click on the green button “I am a private citizen”. A new page will open where the rules for the use of data are explained: “Your data are stored for the sole purpose of being able to generate a Self-declaration form for the Movements. They will never be used for marketing, transferred and/or sold to third parties in full compliance with privacy regulations. Your personal data will be transferred only and exclusively at the request of law enforcement agencies, court or Ministry by official request. Every single data you entered is encrypted with an AES-256 key within a database that is not remotely accessible.”
Clicking on OK, I agree, you can start to fill out the form with the personal data to proceed to the creation of the self-certification. Once this step is completed, you will be taken to a new page in which there is the “Create Certificate” button. Clicking it will open a new form in which you must indicate the reason for the move and where you are going. Once all the information has been entered, click on “Create certification”. Once this is done, your self-certification will be added to the homepage of the site at the bottom of the page. If you want to create another self-certification for your movements, just click on “Create certificate” and repeat the procedure.
How to have the web-app on your smartphone screen
To have the app for self-certification of movements always at hand you can use a simple trick on Android and iPhone. The procedure is different depending on the mobile operating system you use.
On Android you have to open the web-app from the web browser and click on the menu in the top right the icon with three vertical dots. A drop-down menu will open, and you have to look for the item Add to Home screen. After clicking it will ask you for confirmation with the title Add to Home screen with a world icon and the text ACS (Self-Certification Movements). Clicking on the Add button will ask for further confirmation and you will have to click Add again.
If you have an iPhone, on the other hand, click on the Share icon present in the center of the footer of your device. A menu will open and you will have to choose the option Add to Home. After clicking it, it will ask for confirmation with the title Add to Home screen with a world icon and the text ACS (Self-Certification Movements). You can change the name to your liking. Clicking on the Add button in the upper right corner you will have finished the procedure.
In this way the Autocertificazionespostamenti.it app will always be present on the home screen of your smartphone.
When is the app valid for self-certification for travel
The programmer has also refined the application to help law enforcement agencies in their daily checks. The home page also features a law enforcement-only mode, where officers can more easily capture and record self-certifications. Each document has a bar code in the lower right corner that law enforcement can scan to check the validity of the certification.
