XAMPP. It has apache => web server, Mysql => database server, PHP and Perl

El XAMP siempre ha sido una muy buena opción, y sirve para Linux y Windows. Fue con el primero que trabajé luego me fui cambiando or diferentes motivos.

Actualmente recomiendo Uniform Server, si es solo para Windows:
