Is it possible to change the operating system of an android cell phone?

It can be changed as long as the OS is compatible with ARM microprocessors and not x86 as the PC architecture, you can install a Linux but the most advisable is that you install a Linux as if it were an App so you can use it full with office and others without losing Android, on youtube there are many tutorials on how to do it.

It depends. There are mods (modified versions) of Android that you can install on your phone. For example, LineageOS. However, you would have to look for one that is designed for your phone model unless you write the drivers for it yourself. If you want a completely different operating system, you would have to write it yourself.
