In what career is computer science studied at the hardware level, that is, to have the ability to build a computer, or parts of it?

It would be 2.
Electronics Engineering and Computer Engineering, because you need the electronics for the PHYSICAL HARDWARE fundamentals you mention, at the hardware level without the digital electronics they teach you in Electronics Engineering, you couldn't do anything.
But even so, you couldn't do anything with a bunch of circuits without something logical to govern it, you need computer engineering to have the tools to develop the operating systems that will govern it.
