Can a computer function without random access memory (RAM)? Why?

No, even the CPU requires an external cache to process the data... the PC would not start up without RAM.

If designs are done by computer, why do architects continue to draw plans manually? :: Is there any way to permanently delete files on a computer where even the FBI cannot find the information?
