Yes, but you need an otg cable (your phone must support it), an externally powered USB hard drive interface and a total commander file manager.

It depends on what you mean by the expression from a mobile phone. Others have given you a very valid technical answer, but I suspect you are wondering, for example, whether someone could format your hard drive remotely using their smartphone. By accident it would be impossible, but with your more or less conscious collaboration, it would be enough to pass you from the smartphone an executable that would do just that, format your hard disk after bypassing the corresponding barriers. Or simply, it would be enough for someone to give you the two or three formatting instructions over the phone, and for you to follow them. :-)
