Why does Microsoft allow to use Windows 10 without activating the license?

Because if you don't allow them to use your operating system without activating it, this will cause all these users to either pay or move to another operating system
So even if they are not paying for your system, they will use your products
When they use your products
they will be able to use your operating system without activating it.

It can't remove it from your machine, but it will be sending you messages to activate the license, and you will have limitations to customize Windows, other than that everything works fine. Regards
I think they are looking to bridge the gap and fragmentation that exists between users who ( even today ) use Windows 7, Windows 8, and 8.1 and even XP ( which although no longer supported, there are places where it is still used for compatibility issues with older software ).
They are looking to get the majority to use windows 10 so they can focus on other projects instead of maintaining older versions.

In the end, piracy has become such a trivial problem that it's better to ignore it than to attack it, or else take the fight to where the pirates can't (or would find it harder) to attack: the cloud.
As I see it, it's better for Microsoft to allow Windows to be used without pirating it, because with the highly interconnected scheme of users, a pirated computer is a problem for the entire network and less so for the one who is pirating. It costs Microsoft a lot more work and money to protect its legitimate users from pirates than it does for the pirates to steal, so it's no longer worth it, at least with Windows.
The story is different for other types of software.

It benefits them more to spy on you with all the telemetry that windows 10 has, so they don't care if you use a legal, pirated or unlicensed version.
