I don't recommend it, mobile phones don't usually have enough memory to hold an IDE and not enough RAM.
You want to program on a smartphone? I don't recommend it, it's one of the worst things there is, apart from doing hello world you can't do much else, android doesn't have that ability to switch between windows, the on screen keyboard is horrible for programming, searching in folders is difficult (I said that in android switching windows is not like in widows?), uff no.
If you want to program get a computer even if it's a low resources one.
