In some cases there is no need, since, the 64-bit processor can perfectly run a program in 32-bit, given the amount of bits there is only more space left in bit memory and the programs are stored in the x86 program folder which is the one determined for 32-bit. Now in the opposite case, a 64-bit program on a 32-bit processor will not be able to run a program with more bits in its architecture.
Emulators as such are not available, however there is software from Microsoft and other vendors called Virtual Machine, which once installed allows you so to speak another PC, where you mount the operating system of your choice with 32-bit or 16-bit applications, mainly older software, such as games
