Basically you only have 2 options Windows 10 home and Windows 10 pro and both will work fine with 4GB of ram, although if your computer work demand is a lot, several applications working at the same time or large amounts of data, it is better to have 8GB but you have to make sure that the motherboard can address 8GB.
Forget about Window 8, Windows 7, Windows Vista and Windows XP.

It depends on what processor and video card accompany that ram , for example you could have an Intel 775 e5400 an integrated video card and 4GB of ram DDR2 and in that case the best would be 7 64-bit , but as you could also have an i3-7100u with its respective integrated today and 4gb of ram and could quietly use Windows 10 64-bit and would work quite decent , which is my case for example , although with that level of ram to be usable is mandatory to use an SSD because otherwise the constant use it makes of the paging file feels very strong in performance

If you install it from scratch, without all the demo programs, games and crap that laptop manufacturers put on it, you will see that it is quite light, uses few machine resources and the speed is very good, comparable to a good Linux like Ubuntu

Windows 8.1 runs surprisingly well, I have a laptop with a 3rd gen Core i5 and 4gb RAM. I tried upgrading to Windows 10 and it overcame too much.
