The most important thing for gaming is the video card or GPU. Then the processor or CPU and the RAM. If you want to improve performance even more, install an SSD.

It depends on the requirements of the game in question. Unfortunately the PC gaming industry is advancing so fast that the graphics requirements are sometimes very difficult to have an easy answer to, that is, some games need special processing requirements for textures or rendering that not all graphics cards are capable of supporting.

Generally the GPU, but if you're short on ram or it's not fast enough you get ugly bugs, so you might want to upgrade/add ram.
If your processor bottlenecks a lot with a new gpu then you'd have to upgrade that too, so you might want to replace the whole computer if you have that many problems, just buying entry level components would probably be fine.
