How can I make photos edited with Lightroom look exactly the same on my cell phone as they do on my computer?

It is not clear whether they are photos taken with a mobile phone or with a digital camera, nor what you mean by the expression 'they look exactly the same'. Do you mean the framing, the colour, the sharpness? In any case it seems to be a problem unrelated to Lightroom as in both cases you will probably have a finished jpg image. It's more a matter of Android or iPhone settings, if they can be made, or of your PC monitor settings, as other replies have told you.

I don't think there is a way to do it.

The representation of colours on a screen depends on many factors that you can't control, such as the technology of the screen itself (some technologies have more contrast than others, the amount and fidelity of colours they are able to represent can vary...), the calibration of the screen, the graphics card of the device, or the brightness level that the user of the device has configured.

On a computer you can control some of those variables, for example with a screen calibrator. But on a mobile phone... there's not much you can do.
