You are not allowed by the system to do this, it is like it has a self destruct button, you can format a secondary hard drive, external hard drive or any usb memory device which means erasing the content.
You can only do formatting of the primary hard drive with the system installation disk which still means erasing everything and leaving the hard drive ready to install system or use as a secondary drive.
