Apart from being able to fail, it could also be likely that it is rubbing against an internal cable, generating the peculiar and annoying noise.

Normally it is because of dirt that has, so with a deep cleaning could solve it, if it continues to sound after cleaning the problem would be in the wear of the rotor carbons and in this case you have to replace the fan, slds.

The cooling of a cabinet is a critical point of every PC ... Normally it is minimized and downplayed ... For a correct experience I recommend buying coolers of recognized brands, for efficiency and noise generated by its operation ... Thermaltake, CoolerMaster and Lian LI have excellent quality coolers... The noise you hear is due to the wear of the internal rotor, which being of low quality does not have enough insulation and the dust penetrates inside it, generating friction and premature wear with the obvious loss of performance..
