I can't enable DirectPlay. I keep getting error 0x80073701 every way I try to install it, what can I do?

One option as you have already been told is to install Direct X End - User Runtime, you can find it on the Microsoft website.
If this does not work for you, another thing you can do is to restore your PC, i.e. reinstall Windows and keep your files or the reset option which reinstalls Windows and you do not keep your files.
Before doing these options back up your files, also see if you have the disks for your version of Windows or make a recovery USB drive.
