You can use disk cleanup. You look for the properties of the disk where Windows resides, usually C. Right click on that disk. Select properties. Find and click the Disk Cleanup button. The system makes a selection of everything you can safely delete. If it is not checked, select Temporary Files. Click OK. That's it. The system does a safe cleanup.
If you also want to remove installations and old Windows updates, instead of OK, press Cleanup System files. After the system does its job you press OK. The system will safely remove files not needed by Windows.
