Apparently nothing, but in practice a lot.

Quality power supplies deliver constant voltage and power, cheap ones often deliver unreliable voltages and lower power than expected. This can lead to errors, unexplained computer crashes and even breakdowns in the long run.

Look, basically the devices either work or they don't. If your power supply is powerful enough for your components, it doesn't affect anything. If your power supply is powerful enough for your components, it doesn't affect anything, but if your power supply is less than recommended, your PC may not boot, your hard drive may be slow, or when running a very demanding application, your video card may disconnect (with the tucutun sound) and you may have to reboot because the screen doesn't show anything.
