Browser notifications

I noticed that some sites for example facebook, when someone writes in the chat appears a notification in the browser even if it has facebook closed the same happens with news sites that when subscribing when a new news comes out I get the notification in the browser then I would like to have an idea how this program works, whether it is javascript or html5 is that I have no idea how this works
