Panel to hide elements PHP user page

Good evening, I'm doing a management system for the company and now there has appeared an unanticipated requirement that I need to adjust. Within the administrative page of each client there are buttons that are actually images that when clicking the directs them to a specific part of the site, but my boss wants that the visualization of these buttons is determined by him individually. I would like to know how to create a master panel that hides or displays these elements according to the administrator's wishes. I'm using PHP with Mysql database
