Android - Is it good practice to use default strings.xml for national applications?

I am developing an application for a school auto, my question is in the question of encoding the files are all UTF-8 by default or is it only applied to values like values-en-rBr? My concern is only if the special characters like ç ã are going to remain intact.

All XML files are UTF-8, so in theory any file of any language can contain any characters.

Ideal ideal is that the default language is English, but auto school is really a market that only has in Brazil, so it's not worth the effort.

documentation does not define an ideal language to be default and this is understandable, after all this will depend on the design and spec of the app.

For special characters you do not have to worry about how epx spoke.
