What steps does the experiment take for this attribute and when will the browsers start accepting its use? And can anyone understand and risk explaining what their real usefulness in HTML elements will be?

No one can answer the first part. The second one, at its core, will not be useful either. Futurology is not the goal here.
The translate
attribute serves semantics to the content and tools will be created or better adapted to take advantage of this additional information. In theory the online content translation tools or some internal developer can make decisions about how to proceed with that content. It will probably have little relevance and use.
Example usage:
<p>I bring an apple and my <span translate="no">Apple</span> to school.</p>
The company name will not be translated.
