If you build a PC, will you also need to buy the Windows operating system?

Do you want to use Windows?
If you want to use it you must buy a license, unless you have a Retail license that allows it to be installed on a different computer while the first one is no longer used and is deactivated
If the license you have is OEM then you should also buy another, as they do not support the change from one computer to another, only minor hardware changes in general or justified.
The good news is that there are W10 licenses for less than 10 euros that are completely legal
