Because Bill gates and CIA managed the monopoly very well for decades, preventing big companies from making Linux software and drivers, that's all.
The technology is totally unpredictable anyway, as Bill Gates didn't count on the future being small devices called Smartphones which would run on a Linux kernel and that fewer and fewer people would be using personal computers.

Answering the question in its proper context, Windows is indeed the leading operating system for PERSONAL COMPUTERS.
The explanation is very simple: the same reason why Android is the most popular on mobile phones, OS X on MACs and iOS on iPhones: because Windows comes pre-installed on virtually all personal computers sold.
Most of those who buy a personal computer are for specific personal use (as the name implies) and have no computer knowledge or interest in having one. Likewise, most have a family member or acquaintance who knows the basics of using a personal computer using Windows as well.
Add to that the fact that, despite the naysayers, Windows 10 has improved dramatically and version 1909 is now the most stable version Microsoft has ever released.
So, no matter how much it is explained to them that their SmartTV, router, mobile phone or home security system uses a version of Linux, 97% will continue to use Windows on their personal computer.

Curiously in the USA this is not the case and there are several O.S., but they were the computer creators, Microsoft through Windows, and all signed commercial agreements require that the O.S. be Windows. In fact, any PC you buy comes from the factory with Windows. There are other platforms, Linux, some others, but even the big multinational computer companies do not always manufacture their products for these O.S. In short, the worldwide computer monopoly, with a few exceptions, is in the hands of Microsoft.
