What has less memory reserved for hardware is the memory itself, not Windows.
What Windows does is to reserve a space on the hard disk to be used as memory if needed. That space is called Virtual Memory.
This space will vary depending on the amount of physical memory (RAM, SDRAM, DDR, etc) you have installed in your PC. If you have the least physical memory installed, your virtual memory will be less. Conversely, if you install the maximum amount of memory that your PC allows, the virtual memory will be larger and you will use less of it.
