It is always better to use the most frequent and heavy programs on faster disks
Definitely on an SSD unless you want your pc to take millions of years to boot, the SSD is essential to have good performance/fluidity when running the same Windows and programs, I installed my windows on a normal SSD of about 500mb/s read, and I was amazed, my pc boots in about 10 seconds and I can run heavy programs without any problems.
