The Windows 10 file explorer and the Photos viewer can display a preview of a raw file. They do this using the embedded jpg.
But if the intention is to view it optimally, and even develop and/or edit it, you should use development software.
There are shareware and paid ones.
Some shareware are Rawtherapee or Darktable among others.
Paid ones are quite well known: Lightroom, Capure One, ACR.
Capture NX is Nikon's own. It's free but only works with Nikon raw, i.e. .nef files.
