What would be the best Windows (or operating system) for a laptop with 2GB RAM, with a 2.4 GHz processor with 64-bit architecture?

You need two elements Windows 7 32 bits and change the hard disk by a SSD, that way the continuous access that makes the virtual memory on the hard disk, will be as fast as possible, otherwise it would be impractical to use the computer, by the slow speed of operation.
This configuration has been running for 3 years on several computers, which came with a Celeron processor and 2 Gb of Ram. The 500 Gb. hard disk that I had, is now body mounted with an enclosure and converted into an external USB disk.
I was gifted a laptop with those features a few months ago (HP 3115m) and was in that same position. As it is for my children's use for homework and so on they didn't need nama more.
I finally installed Ubuntu 14 on it and it works pretty well. Not great, but pretty good.
Another alternative is other distros like Knoppix or a Windows 7 or Windows XP, as long as you put a proxy and antivirus because XP has not been updated for years and is very vulnerable to the Internet.
I recommend Windows 7, as above.
I'll be honest, it can handle Windows 10, but, if you want to use it without lag, Windows 7 64.
Within Windows 7, the Ultimate version. And if you want Microsoft Office, 2010. That way, those 2GB of RAM won't disappear so fast.
PD. Where I used to work, they were running Windows 10 on a computer with 1.5GB of RAM... and they expected me to do something to speed it up, excellent, I put Windows XP on it

If you want Windows, I would recommend a Windows 10 32-bit modified, those mini versions, where they disassemble a lot of useless components and mainly load the system. It is what I install on such equipment, and behave better than any full version of Windows, unless you want a S.O. Desactualizado.
But if instead you want to make the most of that team, I definitely recommend Linux, in some of its own distributions for computers with these characteristics.
