Install the Raw Image Extension to view them from file explorer if you want to edit them, install photoshop. If you want to edit them for free, install RawTherapee or Darktable.

All raw files usually have an embedded jpg developed by the camera. Many current file browsers and image viewers are able to use that embedded jpg to display it.
Ideally with a raw file viewer program you'll get the best quality. But the Windows 10 image viewer is capable of displaying them, just as the file explorer can also display thumbnails of raw images.
If you double-click on the relevant file and you don't have any raw developer installed, it will open it in the default Windows 10 viewer which is Photos. Otherwise, you can right-click → open with→ Photos
