How to decompile an Android APK and recompile it as a Windows 10 app, is it possible?

It would be possible in theory, but since android APKs depend on an environment that has no direct equivalent in Windows the result would be as complicated as creating the application again
It is infinitely simpler to put that application in an Android environment within Windows and run it. For example NOX Player or some other Android emulator
