In Windows 10, what does the 'RPC server is unavailable' notification mean and how do I fix it?

There are several reasons, sometimes it is solved by rebooting and sometimes not. One of the reasons is if you have an antivirus with aggressive firewall.
The other option is that the rpc server is disabled, to enable it:
Windows key + R
CYPE services.msc
In the window that appears, look for Rpc service or RPC service, right click on it and change the startup type to automatic, initialize if necessary from the available button named start.
