I can't say for sure that you can't for iOS (android is no problem), iOS is owned by Apple and, logically, it does everything it can to keep developments in its ecological niche (macOS X, iOS itself).

As far as I know android is based on linux I don't know the specific need for ios.
Android is based on specific terminal server libraries i.e. the server is a smartphone to precisely exploit all available server resources.
Depending on the OS version is the framework for certain server models.
For Android no problem. There is a full IDE+SDK. In fact it programs even better than on Windows.
