Clean installation is carried out under special circumstances. And it is not when but because I have to do it. Example when you want to upgrade the S/O. When the storage unit is replaced. If the virus is so perverse that it affected the sectors of the disk and the operating system cannot be restored.

Never, it should not be necessary. It is only recommended if you have contaminated your computer with a virus or malware by installing software of dubious origin. I have a Dell XPS 12 bought in 2013 and I have never reinstalled the operating system, I simply moved from 8.1 to 10 and it has stayed there.

Theoretically, unless you've made some serious layer eight bug, never. The operating system is updated so frequently these days that it would take too long to get a working version from the installer, let alone drivers, applications, etc.
