Microsoft has never developed Access for macOS or any of Apple's other operating systems. The only way to run Access on a Mac is to use a Windows virtualiser, a Windows hard disk partition, or try Wine or Crossover, a reimplementation of Windows libraries that allows you to use some Windows executables on Unix-based systems, such as macOS or Linux.
You can run it using Parallels Desktop for Mac and a Windows installation.
I don't know if it's part of the office suite for OSX, but you can certainly use their online version.
