HTTP Error 500.19 when running local host application

I have an application that was running with IIS express, I formatted my machine and now I get this error when running the application!

Unable to read configuration file.

I know the path is wrong C: \ Users \ bigant \ Documents \ My Web Sites \ IdeiaFertil-Site (1) \ web.config is no longer this.

How to solve this?

Close Visual Studio, delete the ".vs" folder that is hidden in the root directory of the solution. And then reload your project.
