Would it be possible to send pre-programmed messages via messaging applications?

I am making an application in AndroidStudio / Java that needs to send messages consistently, it consists of a program of evaluation of quality of commerce, that when it is evaluated how bad a sms will be sent to a specific number, however sending sms I could usually spend quite with sms package ... would I be able to link my application with some messaging application to send these "Warnings" via wifi? example: Whatsapp or Hangouts ..
