problem when opening joomla site

I do not know about joomla but I got a site to make some changes and it was done in joomla, I downloaded everything that was in the public directory but I can not run it locally using xampp, I put the local bank right now when I try to run the local site it opens medium without css, and the mobile version, when not the timeout, can anyone tell me the reason?
