Component error when trying to create a class that inherits from CustomForm

In version 10 when trying to create a class that inherits from CustomForm, it gives error of component "XtraForm". Ask to add a reference to DevExpress.Utils.v17.1 I was not supposed to have to reference this dll, did I?
