How to solve the incompatibility between UTF-8 and ASCII-8BIT, between LINUX and WINDOWS?

If possible I would like help in the following case, I have to load data via loader \ ctl and etl kettle from different sources, and several OS, eg Linux, a UNIX and another Windows, but I always have problems that in the source I open the file normally, but after migrating it it presents strange symbols that lead to incomprehensible data with several ??? Instead of a few characters.

I have already been able to identify that the problem is a matter of divergence between the UTF-8 tables in LINUX with the ANSI table in Windows. But I can not find a solution to this problem, could anyone help me? How can I build a code that can be used on the command line to migrate data between different S.O.
