How do I get the outline of a city on Google Maps to appear in Javascript?

The answer is: You can not do this automatically (you need to select the coordinates to draw).

What you can do is draw shapes through polygons and get around the place where you want it highlighted. Example of creating polygons (taken directly from the documentation, copy and paste with your API key otherwise it will not work ):
