How to do a setTimout but only when there is no action on the screen?

I want an idea, like I do a SetTimout only when the user stops moving the page. Example, I have 2 screens. One is the home screen and the other is the home screen. when a user logs on to the system he goes home, while he is moving nothing happens, if he stops moving for a few seconds, he shoots a setTimout and exits from the home screen to the home screen.
