Detect embedded source in pdf

I'm researching the possibility of building a system where a user can upload a pdf but this pdf can not contain embedded fonts, just images (it should not be possible to copy and paste the text), I'm searching for the PHP language but there is one little difficult to find, does anyone have any idea how to do this?
