I have a Google Cloud Server Windows Server 2012, but I do not understand much of it. How do I point a domain that I have in Locaweb to my application running in IIS? On the locaweb site asks me to configure DNS.

You only need two items:

Create a DNS entry in the LocaWeb Control Panel ;
Create a BIND in IIS with this address.

After creating the entry in your DNS, you should select your site in the configuration screen in IIS, click on "binds" to add yours and wait only for the DNS propagation time that you have created. The propagation time varies from server to server.

In Locaweb, create the subdomain:
