Good afternoon, folks. I am installing Postgres and when trying to create the database through the command line interface, postgres gives me the following message

I really do not know what else to do. because I already tested other versions of postgres 9.5 and the error remains. I am trying Postgres 9.5 64 bit downloaded directly from the Postgres website
* Edit: I had the same problem on 2 other computers with this version of 64-bit postgres. The 32-bit version works without any problems. I thought it was incompatibility with windows, iso of windows with problem or something like this but these tests have already been done. The funny thing is that we always use these executables and suddenly this problem started to occur. We thought it was a virus-infected file but we downloaded several executables from the postgres site and the error persists.
