Look, I tried and tried, I searched the web for some way to learn how to use these tools, but I'm giving up, I'll use Notepad ++ myself. Before I used Dreanweaver and I never had that problem.

Well, try removing the "spoiled" characters and save the document. I had this problem on files with encoding other than the NetBeans default .

Another recommendation is to inform the site (both in the HTML part and in the PHP part) of the encoding used, in which the browser can perform the correct conversions at the time of displaying the texts if you have problems with accentuation in the visualization of the site.
