1- If you want to create an online application, you can access from the machine and popular the bank via the application.
2- You can access the database via a database administration program for example and popular the database too ... remotely ... without having created an application ...
Everything will depend on how "popular" the bank would be and what the purpose is ... if it is to develop the application I would do it with php even ... create the table and the fields according to your need ... server with apache running "php" create a connection with the bank ... and there it will depend on how you will pass the information ... whether it will import any file or create a form according to the information you need ... post more information
