This plugin already has a complete translation into Portuguese, perhaps it is only necessary to update the plugin or translation file - through wp-admin itself, in Painel -> Atualizações , at the bottom of this page, p>
In any case, if it still does not work, or the update is not listed, you can generate the translation file manually, you must use the program poedit .
Using the program select the Criar uma nova tradução option. Then open the file .pot in wp-content/plugins/woocommerce-extra-checkout-fields-for-brazil/languages .
For each line in the file, you must complete the translation as desired. Then just "save the file", in the same directory with the name of woocommerce-extra-checkout-fields-for-brazil-pt_BR.po . Automatically, a file with the .mo extension will also be generated. With this the messages must be translated.
This is a pattern that is followed by several plugins and themes. When the files are not in the same directory as the plugin / theme, it can be in: wp-content/languages/plugins ou themes .
