I was having windows crashing all that kind of program, so I got a RAM from 2GB and my installed is also 2GB .

Then one day I went to the Control Panel and noticed the following thing:

Saying that there was 4GB of RAM installed but only 2GB was usable. What do I do to fix this?

Windows with 32-bits has limited RAM capacity, so even if you buy more memory, the operating system does not recognize it because of limitation. The 32-bit system limit is 4GB. In fact, it is the maximum amount of memory the system can address (2 ^ 32 addresses == 4GB). However, part of this memory is reserved to avoid performance and memory problems for processing.

As a suggestion, upgrade your version of Windows to 64-bit.
