Facebook Graph API does not return all users

I'm using Facebook Graph API to return users who enjoyed a particular Post. In both the Facebook page and the query summary I get a number of users, but in the array I have fewer users. The post below, for example, had 27 tanned, but in the array only 26 users return. Why does it happen? Is it some user privacy setting?
