XAMPP - New Security Concept

I'm having a problem with XAMPP, I'm not able to allow PHP access to MyAdmin on my phone. I've seen tutos on the Net but nothing solved. Obs: The PC is 64Bits, but I only found the 32 Bit version to download ...
