Error in class PHPMalier

Does anyone know what this is about? If it is an internal error here from the network, if the port informed is incorrect or blocked? I'm all afternoon on this and I can not solve it !!

I was able to solve by putting the following item:

$mail->SMTPOptions = array ( 
        'ssl' => array ( 
        'verify_peer' => false, 
        'verify_peer_name' => false, 
        'allow_self_signed' => true));
